In a fallen world, laws are meaningless without enforcement. As long as men and women will not submit voluntarily to the righteous commands of God, force is frequently needed to restrain them from victimizing innocent people by stealing, murdering, raping, kidnapping etc. The people in biblical days may not have had a police force as we know today but they sure had law enforcement. God gave Israel a set of laws with guidelines for their enforcement. The laws given through Moses defined and specified penalties for those who broke them. The Bible also mentions watchmen and armed guards; these are examples of law enforcers.<\/p>\n In Romans 13 law enforcers are referred to as \u201cministers of God\u201d. The purpose of this minister of God is to restrain evil. The police, as God’s ministers are an extension of God\u2019s hand of righteousness, justice and wrath – thereby providing an essential service to society. As long as there is sin in the world, law enforcement will be necessary. When there is anarchy no one is safe; there has to be law and order. There are times when those in authority, or the police themselves abuse their responsibility by using police power to oppress the innocent – that is a corrupted situation that goes against God\u2019s purpose for law enforcement. This is what happened to Jesus at the hands of the Roman praetorian guards \u2013 a kind of police of the time. So it can be said that Jesus suffered severe police brutality. Those who abuse authority in this way will answer before God, the ultimate appointing authority.<\/p>\n The mandate of Uganda Police Force (UPF) as provided in the Constitution of the Republic of Uganda, and Uganda Police Force Act Cap 303, is protection of life and property, prevention and detection of crime, keeping law and order, and maintenance of overall Security and Public Safety in Uganda. The force has a number of directorates:<\/p>\n \n Directorate of Traffic and Road Safety: \n<\/strong>The function of the Directorate is to enforce traffic and road safety laws with a view of ensuring safety for all road users.<\/li>\n<\/ul>\n \n Directorate of Human Rights and Legal Services: \n<\/strong>The Department is responsible for advising Police Management and other officers on legal issues, initiating Police related legislations, guiding the Police disciplinary process and drafting bills and other statutory instruments for the UPF for onward submission to the Solicitor General.<\/li>\n<\/ul>\n \n Directorate of Police Fire Prevention and Rescue Services: \n<\/strong>The Directorate is charged with three major functions namely: prevention of fire through inspection, education, investigation and media campaigns on rescue of life or any human being threatened by either natural or manmade hazards; fire extinguishment in order to protect and save property from destruction by fire; and active participation as a key player in national disaster management activities with other stakeholders.<\/li>\n<\/ul>\n \n Directorate of Police Health Services: \n<\/strong>The Directorate is responsible for treatment, prevention and control of diseases for purposes of promoting good health lifestyles and behavior in the Police community. The Directorate shall extend its services to the surrounding communities through medical emergency response in partnership with other Directorates involved in rescue operations; and examination of victims and suspects who may require such evidence in the process of providing justice.<\/li>\n<\/ul>\n \n Directorate of Parliamentary Police: \n<\/strong>The Directorate is responsible for enforcement of law and order by providing safe and accessible environment for Members of Parliament, Cabinet Ministers, Employees of Parliament and the Public.<\/li>\n<\/ul>\n \n Directorate of Forensic Services: \n<\/strong>The Directorate is responsible for detecting, investigating and preventing crime regarding highly specialized areas of cyber, ballistics, chemical analysis and questioned documents among others.<\/li>\n<\/ul>\n \n Directorate of Criminal Investigation and Crime Intelligence (CICI): \n<\/strong>The function of the Directorate is to ensure effective detection, investigation and prevention of crime.<\/li>\n<\/ul>\n \n Directorate of Human Resource Development & Management: \n<\/strong>The Directorate\u2019s primary function is to establish appropriate human resource policies that enhance the performance of the Uganda Police Force.<\/li>\n<\/ul>\n \n Directorate of Information & Communication Technology: \n<\/strong>The Directorate\u2019s role is to plan, develop and advise UPF on the implementation of ICT policies in accordance with the national ICT plan thereby maintaining international standards.<\/li>\n<\/ul>\n \n Directorate of Interpol: \n<\/strong>The role of the Directorate is to ensure international and regional cooperation in the fight against trans-national crime.<\/li>\n<\/ul>\n \n Directorate of Kampala Metropolitan Police: \n<\/strong>The Directorate is tasked with policing the capital and neighboring districts. Geographically the area is comprised of Kampala Metropolitan North, South and East.<\/li>\n<\/ul>\n \n Directorate of Logistics and Engineering: \n<\/strong>The Directorate develops and implements strategic policy for logistical and engineering support services for the Uganda Police Force.<\/li>\n<\/ul>\n \n Directorate of Oil and Gas: \n<\/strong>The Directorate was established with the specific role of ensuring that the country\u2019s oil and gas resources are adequately safeguarded. UPF appreciate the unique challenges presented in protecting natural resources and have responded by developing specific procedures within its overall policing standards.<\/li>\n<\/ul>\n \n Directorate of Operations: \n<\/strong>The role of the Directorate is to plan, implement, manage and coordinate all operational activities in the Uganda Police Force.<\/li>\n<\/ul>\n \n Directorate of Political Commissariat: \n<\/strong>The primary function of the Directorate is to develop a patriotic, citizen centric police force through engagement in education and community policing.<\/li>\n<\/ul>\n \n Directorate of Research, Planning & Development: \n<\/strong>The Directorate is tasked with carrying out ongoing assessment of UPF with a view to identifying areas for strategic development.<\/li>\n<\/ul>\n \n Directorate of Special Duties: \n<\/strong>The Directorate has a number of units including the Fire Brigade, Tourism Police, Marine Unit and Canine Unit operating under its coordinated supervision.<\/li>\n<\/ul>\n \n Directorate of Welfare: \n<\/strong>The role of the Directorate is to maintain and enhance the welfare of Uganda Police officers and their families. One way in which this is achieved is through the provision of a duty free shop for officers where they may purchase essential goods at reduced prices.<\/li>\n<\/ul>\n \n Directorate of Administration: \n<\/strong>The Directorate\u2019s main role is to undertake and improve the general administration and management of the Uganda Police Force.<\/li>\n<\/ul>\n \n Directorate of peace support operations: \n<\/strong>The directorate\u2019s main role is to ensure and prepare the Uganda police force to effectively fulfill Uganda\u2019s regional and international obligations in peace support operations and develop systems, plans and procedures for effective peace support operations in liaison with the African Union and United Nations.<\/li>\n<\/ul>\n SCRIPTURES FOR PRAYER AND PROCLAMATION<\/strong><\/h4>\n ROMANS 13:4 \n<\/strong>For he is God’s servant for your good. But if you do wrong, be afraid, for he does not bear the<\/strong> sword in vain. For he is the servant of God, an avenger who carries out God’s wrath on the wrongdoer.<\/strong><\/p>\n EZEKIEL 33:6 \n<\/strong>But if the watchman sees the sword coming and does not blow the trumpet, so that the people are not warned, and the sword comes and takes any one of them, that person is taken away in his iniquity, but his blood I will require at the watchman’s hand.<\/p>\n PSALM 127:1 \n<\/strong>Unless the Lord builds the house, those who build it labor in vain. \nUnless the Lord watches over the city, the watchman stays awake in vain.<\/strong><\/p>\n NEHEMIAH 4:11-13 \n<\/strong>And our enemies said, \u201cThey will not know or see till we come among them and kill them and stop the work.\u201d At that time the Jews who lived near them came from all directions and said to us ten times, \u201cYou must return to us.\u201d So in the lowest parts of the space behind the wall, in open<\/strong> places, I stationed the people by their clans, with their swords, their spears, and their bows. <\/strong>And I looked and arose and said to the nobles and to the officials and to the rest of the people, \u201cDo not be afraid of them. Remember the Lord, who is great and awesome, and fight for your brothers, your sons, your daughters, your wives, and your homes.\u201d<\/p>\n TITUS 3:1-2 \n<\/strong>Remind them to be submissive to rulers and authorities, to be obedient, to be ready for every good work, to speak evil of no one, to avoid quarreling, to be gentle, and to show perfect courtesy toward all people.<\/p>\n 1 PETER 2:13-17 \n<\/strong>Be subject for the Lord’s sake to every human institution, whether it be to the emperor as \nsupreme, or to governors as sent by him to punish those who do evil and to praise those who do good. For this is the will of God, that by doing good you should put to silence the ignorance of foolish people. Live as people who are free, not using your freedom as a cover-up for evil, but living as servants of God. Honor everyone. Love the brotherhood. Fear God. Honor the emperor.<\/p>\n PSALM 101:8 \n<\/strong>Morning by morning I will destroy all the wicked in the land, cutting off all the evildoers from the \ncity of the LORD.<\/p>\n PROVERBS 21:15 \n<\/strong>When justice is done, it is a joy to the righteous but terror to evildoers.<\/p>\n LUKE 11:21 \n<\/strong>When a strong man, fully armed, guards his own palace, his goods are safe;<\/strong><\/p>\n PSALM 106:3-4 \n<\/strong>Blessed are they who observe justice, who do righteousness at all times! Remember me, O LORD, \nwhen you show favor to your people; help me when you save them,<\/p>\n WORSHIP THE LORD OUR KEEPER AND PROTECTOR<\/strong><\/h4>\n PSALM 121 \n<\/strong>I lift up my eyes to the hills. From where does my help come? My help comes from the Lord, who made heaven and earth. \nHe will not let your foot be moved; he who keeps you will not slumber. \n<\/strong>Behold, he who keeps Israel will neither slumber nor sleep. \n<\/strong>The Lord is your keeper; the Lord is your shade on your right hand. \n<\/strong>The sun shall not strike you by day, nor the moon by night. \nThe Lord will keep you from all evil; <\/strong>he will keep your life. \nThe Lord will keep your going out and your coming in <\/strong>from this time forth and forevermore.<\/p>\n THANK GOD FOR:<\/strong><\/h4>\n \n The men and women that are God\u2019s ministers in the Police and law enforcement.<\/li>\n The hard and sometimes dangerous work they do to keep law and order in Uganda.<\/li>\n The LDUs who support in law enforcement.<\/li>\n<\/ul>\n PROCLAMATION OVER THE POLICE AND LAW ENFORCEMENT<\/strong><\/h4>\n A Declaration Of What We Are Praying For And What We See As God Answers Prayer<\/strong><\/p>\n God is raising leaders for all levels of the Police and Law Enforcement.<\/em><\/p>\n They will lead in righteousness, justice, mercy and truth.<\/em><\/p>\n Through their leadership Uganda will be well protected from internal aggressors.<\/em><\/p>\n They will be wise, understanding, experienced and able men and women who fear God, are \n<\/em>trustworthy and hate bribes.<\/em><\/p>\n They will demonstrate respect and carry the spirit of service as they exercise their leadership \n<\/em>as servants of the populace.<\/em><\/p>\n These leaders will be a defence for Uganda, a hiding place from the wind and a \n<\/em>cover from the storms blowing in from abroad.<\/em><\/p>\n They will be a source of refreshment and renewal for the citizens of Uganda \n<\/em>as rivers of water in a dry place.<\/em><\/p>\n They will be a protection and covering from the heat and threats of internal aggression just like \n<\/em>the shadow of a great rock in a weary land.<\/em><\/p>\n They will not hold God\u2019s sword in vain but will scatter and punish the wicked.<\/em><\/p>\n As a result Ugandans will live in peace and safety and no one shall make us afraid.<\/em><\/p>\n There will be a hatred for wrongdoing in the Police and Law Enforcement and no abuse of the \n<\/em>weapons of war as happened in years past.<\/em><\/p>\n Those tearing down the country by giving and receiving bribes will be scattered.<\/em><\/p>\n The wicked in the Police and Law Enforcement – the corrupt, immoral, murderers, opportunists, idolaters, liars, evil counselors, thieves and all those who do not have the interests of the nation at heart – will fall from places of authority.<\/em><\/p>\n Leadership in the Police and Law Enforcement will be locked up spiritually for idolaters; the \n<\/em>corrupt; those who practice iniquity and ungodliness; those who utter error against the Lord; those \n<\/em>who scheme evil and devise wicked plans to destroy the poor with lying words; those who \n<\/em>keep the hungry unsatisfied; and those who cause the drink of the thirsty to fail.<\/em><\/p>\n Rather the generous and upright will stand and the righteous will flourish.<\/em><\/p>\n Through the leadership of the Police and Law Enforcement the eyes and ears of Ugandans will \n<\/em>open up so that our eyes will not be dim, neither our ears dull.<\/em><\/p>\n Those who are rash, careless and ignorant will gain understanding of knowledge, and \n<\/em>the tongue of the stammerers will be trained to speak plainly.<\/em><\/p>\n Wisdom and honor will have true meanings in the Police and Law Enforcement.<\/em><\/p>\n Foolishness and wickedness will be despised and overthrown.<\/em><\/p>\n The Police and Law Enforcement\u2019s capacity to address internal threats and internal security will be \n<\/em>strong<\/em><\/p>\n The Police and all in Law Enforcement will continue to be patriotic and disciplined and will defend \n<\/em>and protect the people of Uganda ensuring the rule of law and good governance.<\/em><\/p>\n Traffic and road safety laws will be enforced resulting in safe roads for Uganda. Fires will be prevented and when they occur will be well managed<\/em><\/p>\n Crime will be prevented and when it occurs there will be effective detection and swift investigation \n<\/em>carried out.<\/em><\/p>\n There will be strong respect for human rights and the sanctity of life in the Police and Law \n<\/em>Enforcement.<\/em><\/p>\n There will be good cooperation with civilian authorities in emergence situations and in cases of \n<\/em>natural disasters<\/em><\/p>\n There will be good understanding between the Police and civilians.<\/em><\/p>\n The Uganda Police Force will be fully engaged in productive activities for national development.
