In a fallen world, laws are meaningless without enforcement. As long as men and women will not submit voluntarily to the righteous commands of God, force is frequently needed to restrain them from victimizing innocent people by stealing, murdering, raping, kidnapping etc. The people in biblical days may not have had a police force as we know today but they sure had law enforcement. God gave Israel a set of laws with guidelines for their enforcement. The laws given through Moses defined and specified penalties for those who broke them. The Bible also mentions watchmen and armed guards; these are examples of law enforcers.<\/p>\n In Romans 13 law enforcers are referred to as \u201cministers of God\u201d. The purpose of this minister of God is to restrain evil. The police, as God’s ministers are an extension of God\u2019s hand of righteousness, justice and wrath – thereby providing an essential service to society. As long as there is sin in the world, law enforcement will be necessary. When there is anarchy no one is safe; there has to be law and order. There are times when those in authority, or the police themselves abuse their responsibility by using police power to oppress the innocent – that is a corrupted situation that goes against God\u2019s purpose for law enforcement. This is what happened to Jesus at the hands of the Roman praetorian guards \u2013 a kind of police of the time. So it can be said that Jesus suffered severe police brutality. Those who abuse authority in this way will answer before God, the ultimate appointing authority.<\/p>\n The mandate of Uganda Police Force (UPF) as provided in the Constitution of the Republic of Uganda, and Uganda Police Force Act Cap 303, is protection of life and property, prevention and detection of crime, keeping law and order, and maintenance of overall Security and Public Safety in Uganda. \n<\/strong>The function of the Directorate is to enforce traffic and road safety laws with a view of ensuring safety for all road users.<\/li>\n<\/ul>\n\n
\n<\/strong>The Department is responsible for advising Police Management and other officers on legal issues, initiating Police related legislations, guiding the Police disciplinary process and drafting bills and other statutory instruments for the UPF for onward submission to the Solicitor General.<\/li>\n<\/ul>\n\n
