In the narrative a special place was used as a prison under the custody of a military officer. (Genesis 40:3; 42:17). During Israel\u2019s wilderness wanderings there are two accounts of confinement (Leviticus 24:12; Numbers 15:34), but it was only till the mind of God concerning certain matters could be ascertained. The Mosaic Law made no provision for imprisonment as a punishment and no mention is made of it until the time of the kings where there are frequently mentioned. Prisons and prisoners are also mentioned in the book of Psalms.<\/p>\n In the New Testament there are several references to prisons. Jesus was briefly confined in one before his crucifixion. In the book of Acts the apostles were put frequently thrown into prison. Scripture has many records of innocent men who were incarcerated both in the New and Old Testaments. We are commanded to be compassionate to those in prison.<\/p>\n The Prisons Act, 2006 provides for the mandate and functions of a Uganda Prisons Service. The administrative head of the Uganda Prisons Service is the Commissioner General of Prisons who is assisted by the Deputy Commissioner General, two Directors of Administration and Correctional Service, and an Under Secretary in Charge of Finance and Administration. Commissioners supported by Assistant Commissioners head the departments.<\/p>\n The key objective of the Prisons Service is “to contribute to the protection of all members of society by providing reasonable, safe, secure and humane custody and rehabilitation of offenders in accordance to universally accepted standards”. Uganda has the lowest reoffending rates in Africa, estimated at around 30%. However, overcrowding is still alarmingly high and though Luzira Maximum Security Prison (Kampala) is considered a model prison in Africa, there are strong differences with most rural jails throughout the country. There are about 65,000 persons incarcerated in our prisons with just under half being suspects \u2013 a situation that needs urgent redress.<\/p>\n SCRIPTURES FOR PRAYER AND PROCLAMATION<\/strong><\/h4>\n ROMANS 13:4 \n<\/strong>For he is God’s servant for your good. But if you do wrong, be afraid, for he does not bear the<\/strong> sword in vain. For he is the servant of God, an avenger who carries out God’s wrath on the wrongdoer.<\/strong><\/p>\n LEVITICUS 24:12 \n<\/strong>And they put him in custody, till the will of the LORD should be clear to them.<\/p>\n Matthew 25:36 \n<\/strong>I was naked and you clothed me, I was sick and you visited me, I was in prison and you came to \n<\/strong>me.\u2019<\/strong><\/p>\n ISAIAH 61:1 \n<\/strong>The Spirit of the Lord GOD is upon me, because the LORD has anointed me to bring good news to the poor; he has sent me to bind up the brokenhearted, to proclaim liberty to the captives, and the opening of the prison to those who are bound\u2026<\/strong><\/p>\n HEBREWS 13:3 \n<\/strong>Remember those who are in prison, as though in prison with them, <\/strong>and those who are \nmistreated, since you also are in the body.<\/p>\n PSALM 69:33 \n<\/strong>For the L<\/strong>ORD<\/strong> hears the needy and does not despise his own people who are prisoners.<\/strong><\/p>\n ACTS 12:5 \n<\/strong>So Peter was kept in prison, but earnest prayer for him was made to God by the church.<\/p>\n 2 CORINTHIANS 11:23 \n<\/strong>Are they servants of Christ? I am a better one\u2014I am talking like a madman\u2014with far greater \nlabors, far more imprisonments,<\/strong> with countless beatings, and often near death.<\/p>\n MATTHEW 18:30 \n<\/strong>He refused and went and put him in prison until he should pay the debt.<\/strong><\/p>\n PSALM 142:7 \n<\/strong>Bring me out of prison, that I may give thanks to your name! <\/strong>The righteous will surround me, for \nyou will deal bountifully with me.<\/p>\n PSALM 102:20 \n<\/strong>To hear the groans of the prisoners, to set free those who were doomed to die\u2026<\/strong><\/p>\n PSALM 79:11 \n<\/strong>Let the groans of the prisoners come before you; <\/strong>according to your great power, preserve those \ndoomed to die!<\/p>\n WORSHIP THE LORD OUR DELIVERER FROM PRISON<\/strong><\/h4>\n PSALM 68:5,6 \n<\/strong>Father of the fatherless and protector of widows is God in his holy habitation. God settles the solitary in a home; he leads out the prisoners to prosperity,<\/strong> but the rebellious dwell in a parched land.<\/p>\n THANK GOD FOR:<\/strong><\/h4>\n \n The men and women that are God\u2019s ministers in the Uganda Prisons Service \u2013 the leadership of Uganda Prisons Service.<\/li>\n Those in Prisons Gospel Ministry<\/li>\n Uganda\u2019s prisons system that has been praised as the best in Africa when it comes to offering correctional programmes.<\/li>\n<\/ul>\n PROCLAMATION OVER THE UGANDA PRISONS SERVICE<\/strong><\/h4>\n A Declaration Of What We Are Praying For And What We See As God Answers Prayer<\/strong><\/p>\n God is raising leaders for all levels of the Uganda Prisons Service.<\/em><\/p>\n They will lead in righteousness, justice, mercy and truth.<\/em><\/p>\n Through their leadership Uganda will be well protected from internal aggressors.<\/em><\/p>\n They will be wise, understanding, experienced and able men and women who fear God, are \n<\/em>trustworthy and hate bribes.<\/em><\/p>\n They will demonstrate respect and carry the spirit of service as they exercise their leadership \n<\/em>as servants of the populace.<\/em><\/p>\n These leaders will be a defence for Uganda, a hiding place from the wind and a \n<\/em>cover from the storms.<\/em><\/p>\n They will be a source of refreshment and renewal for the prisoners under them and citizens of \n<\/em>Uganda as rivers of water in a dry place.<\/em><\/p>\n They will be a protection and covering from the heat and threats of criminals just like \n<\/em>the shadow of a great rock in a weary land.<\/em><\/p>\n They will not hold God\u2019s sword in vain but will use it to rehabilitate those imprisoned.<\/em><\/p>\n As a result Ugandans will live in peace and safety and no one shall make us afraid.<\/em><\/p>\n There will be a hatred for wrongdoing in the Uganda Prisons Service and no abuse of prisoners.<\/em><\/p>\n The wicked in the Prisons Service will fall from places of authority.<\/em><\/p>\n Leadership in the Uganda Prisons Service will be locked up spiritually for idolaters; the corrupt; those who practice iniquity and ungodliness; those who utter error against the Lord; those who scheme evil and devise wicked plans to destroy the poor with lying words; those who keep the hungry unsatisfied; and those who cause the drink of the thirsty to fail.<\/em><\/p>\n Rather the generous and upright will stand and the righteous will flourish.<\/em><\/p>\n Through the leadership of the Uganda Prisons Service the eyes and ears of prisoners will open up so \n<\/em>that their eyes will not be dim, neither their ears dull.<\/em><\/p>\n Those who are rash, careless and ignorant will gain understanding of knowledge, and \n<\/em>the tongue of the stammerers will be trained to speak plainly.<\/em><\/p>\n Wisdom and honor will have true meanings in the Uganda Prisons Service.<\/em><\/p>\n Foolishness and wickedness will be despised and overthrown.<\/em><\/p>\n Those legally imprisoned will be kept in humane, safe custody, provided in court without delays \n<\/em>until lawfully discharged or removed from prison.<\/em><\/p>\n Prisoners will be socially rehabilitated and reformed through specific training and educational \n<\/em>programmes.<\/em><\/p>\n On discharge from prison they will be facilitated to re-integrate into their communities.
