THE UGANDA PRISONS SERVICE<\/strong><\/h4>\n

In the Bible, the word prison first appears in the story of Joseph in Egypt. In the narrative a special place was used as a prison under the custody of a military officer. (Genesis 40:3; 42:17). During Israel\u2019s wilderness wanderings there are two accounts of confinement (Leviticus 24:12; Numbers 15:34), but it was only till the mind of God concerning certain matters could be ascertained. The Mosaic Law made no provision for imprisonment as a punishment and no mention is made of it until the time of the kings where there are frequently mentioned. Prisons and prisoners are also mentioned in the book of Psalms.<\/p>\n

In the New Testament there are several references to prisons. Jesus was briefly confined in one before his crucifixion. In the book of Acts the apostles were put frequently thrown into prison. Scripture has many records of innocent men who were incarcerated both in the New and Old Testaments. We are commanded to be compassionate to those in prison.<\/p>\n

The Prisons Act, 2006 provides for the mandate and functions of a Uganda Prisons Service. The administrative head of the Uganda Prisons Service is the Commissioner General of Prisons who is assisted by the Deputy Commissioner General, two Directors of Administration and Correctional Service, and an Under Secretary in Charge of Finance and Administration. Commissioners supported by Assistant Commissioners head the departments.<\/p>\n

The key objective of the Prisons Service is “to contribute to the protection of all members of society by providing reasonable, safe, secure and humane custody and rehabilitation of offenders in accordance to universally accepted standards”. Uganda has the lowest reoffending rates in Africa, estimated at around 30%. However, overcrowding is still alarmingly high and though Luzira Maximum Security Prison (Kampala) is considered a model prison in Africa, there are strong differences with most rural jails throughout the country. There are about 65,000 persons incarcerated in our prisons with just under half being suspects \u2013 a situation that needs urgent redress.<\/p>\n
